Teachers fume over new directive

The directive to key-in examination marks online has not only doubled their 
workload but the unreliable system is also aggravating the situation.
KUALA LUMPUR: A directive issued by the Education Ministry in its attempt to 
improve the quality of the education system has not gone down well with 
teachers.

The directive to key in mid-term examination marks online forced teachers 
nationwide to stay up into the wee hours of the morning just to get access to 
the School Examination Analysis System (SAPS) website.

Besides this, teachers were also required to key in marks known as Take-off 
Value (TOV) and Expected Target Results (ETR).

Speaking on condition of anonymity, several teachers complained to FMT that 
whenever the ministry came up with a new directive, it increased their workload 
and pressure.

They also said that the new system had caused “uneasiness” among teachers since 
each school only had one teacher coordinating the system and he or she must 
deal with some 200 teachers.

“The coordinating teacher pushes others to complete the task on time, but some 
cannot complete it on time or simply cannot access the web page,” they added.

‘We have to suffer in silence’

One coordinating teacher based in Petaling Jaya said she received text messages 
and phone calls from her colleagues as early as 3am who were complaining about 
accessibility and missing data.

“I have no choice but to attend to their queries, but I myself am not familiar 
with the system,” she said, adding that some of the frustrated teachers had 
even raised their voices at her.

Another teacher from Rawang said teachers were overloaded with work as it is, 
especially during the second half of the academic year because they needed to 
prepare their students for major exams.

“It’s nothing new that we teachers suffer in silence because we cannot 
highlight our grievances and have to go through NUTP (National Union of 
Teaching Profession),” he said, adding that school heads should ask the 
clerical staff to handle the matter or even hire temporary data entry clerks.

“They should stop burdening the teachers,” he stressed.

NUTP caught by surprise

Meanwhile, NUTP secretary-general Lok Yim Pheng said the union was caught by 
surprise since it was not consulted by the ministry with regard to the new 
directive.

She also revealed that the union was being “bombarded” with calls from teachers 
complaining about the issue.

“Most of them lament that the servers cannot cope with the high volume of 
people attempting to access the website and this causes them much stress 
because there is a deadline to meet,” she said.

Loke stressed that NUTP was not against the system but called on the ministry 
to ensure that the system was in order before issuing the directive.

“The workload and challenges faced by teachers increase each day and to burden 
them with more work will not go down well especially with the examination 
period being around the corner.

“The idea of improving our education system is good but at same time provide us 
(teachers) with the right training and tools,” she added.

Dr Noorliza Zaknan, who heads the unit overseeing the improvement drive, 
acknowledged the problem and expressed regret.

She said the unit was working on improving the servers’ capacity.

SISTEM SAPS BANYAK MASALAH

SAYA bersetuju dengan komen oleh ‘Norhisham Mohamad, Alor Setar’ mengenai 
Sistem Analisis Peperiksaan Sekolah (SAPS) seperti disiarkan dalam ruangan ini 
pada 30 Julai lalu, bertajuk ‘kewujudan SAPS bebankan guru’.

Idea mewujudkan sistem ini memang baik tetapi program ini susah untuk dicapai 
dan selalu terkeluar daripada talian dan ada banyak masalah lain.

Sebagai guru yang terbabit dengan SAPS, saya sudah beberapa kali membuka sistem 
ini untuk memasukkan markah tetapi setiap kali markah mahu disimpan, sistem ini 
akan terkeluar dari talian. Saya terpaksa mengisi semula markah dan ini ia 
berlaku beberapa kali.

Kami baru diperkenalkan dengan sistem ini pada 25 Julai lalu. Sudahlah kami 
hanya diberikan modul saja tanpa diajarkan sistem ini sepenuhnya. Sistem ini 
hanya boleh dibuka bila tidak ramai orang dalam talian iaitu, biasanya selepas 
jam 3 pagi.

Kami terpaksa menunggu sehingga pagi semata-mata untuk mengisi markah ujian 1, 
peperiksaan pertengahan tahun, menentukan nilai letak kerja (TOV) dan jangkaan 
hasil sasaran akhiran (ETR) setiap pelajar.

Bayangkan, jika ada enam kelas yang markah pelajarnya perlu diisi dan setiap 
satu kelas pula ada 40 pelajar. Sebenarnya sebelum menggunakan sistem SAPS yang 
diambil dari Perak, guru menggunakan sistem yang diambil dari Johor. Malangnya, 
apabila sistem baru diperkenalkan kami terpaksa melakukan pengisian markah 
sekali lagi. Ini sangat membebankan kerana terpaksa melakukan perkara yang sama 
berulang kali.

Yang peliknya semasa taklimat kami diberitahu bahawa semasa menggunakan SAPS, 
kami tidak boleh menekan butang ‘enter’ pada papan kekunci kerana akan 
mengganggu sistem. Ini adalah kali pertama saya mendengar satu sistem yang 
direka akan rosak jika tertekan butang ‘enter’.

Masalah lain yang dihadapi ialah ada pelajar yang tiada dalam senarai kelas 
tetapi apabila didaftar, jawapan yang diterima ialah ‘pelajar telah 
didaftarkan’ tetapi jika telah didaftarkan kenapa nama pelajar tiada dalam 
senarai.

Sebenarnya banyak lagi kelemahan lain dalam sistem ini. Sepatutnya pihak 
Kementerian Pelajaran terlebih dulu memastikan sistem yang ingin digunakan 
mestilah mudah dicapai pada bila-bila masa, cekap dan mesra pengguna.

KEWUJUDAN SAPS BEBANKAN GURU

Syabas diucapkan kepada Kementerian Pelajaran kerana memperkenalkan Sistem 
Analisis Peperiksaan Sekolah (SAPS). SAPS memang ditunggu-tunggu sebagai 
pelengkap sistem peperiksaan sedia ada.

Malangnya SAPS tidak membenarkan sistemnya berpadu dengan Sistem Maklumat Murid 
menyebabkan guru terpaksa memasukkan data pelajar.

Bayang guru terpaksa bangun 4 pagi dan ke kafe siber. SAPS jelas hanya menambah 
beban guru di seluruh negara.

MANY TEACHERS COMPLAIN OVER SLOW ONLINE SYSTEM

PETALING JAYA: The school exams online data analysis system is not working out 
well as teachers complained that it was not user-friendly and slow.

The system known as SAPS or System of Analysis for School Examination has 
caused frustration among teachers.

Under the Education National Key Result Area (NKRA) initiative, teachers are 
required to submit the exam data online.

Many teachers described the portal as “extremely slow” and not user-friendly.

“The system often hangs due to heavy traffic. We are advised to use it late at 
night or early in the morning when the portal is less busy.

“Why must the MOE punish the teachers? We need time to prepare our lessons at 
home,” one teacher said.

The system has been developed to collect, store and analyse examination marks 
online for the Education Ministry, state education departments, education 
district offices and schools to access the data for analysis.

The National Union of Teaching Union (NUTP) secretary-general Lok Yim Pheng 
said she had received many complaints from teachers in Selangor and Federal 
Territory.

“It's not fair to the teachers because their normal routine has been affected.

“MoE should have made sure it was ready for use. NKRA is supposed to solve 
problems and not create more problems for teachers,” she said.
