The Niagara Palestinian Association is in the process of preparing a formal policy complaint to the appropriate authorities regarding the police chiefs' visit to Israel.
 
With all due respect I would like to share with you the feeings of many Canadians and supporters of Palestinian human rights. Many adamantly do not agree with Canada's "support of Israel [being] at the centre of Canada�s Middle East Policy since 1948". This very statement shows bias towards Israel and a lack of recognition of the fact that Israel was created on lands stolen from the indigenous Palestinian population. Israel is in violation of numerous UN Security Council Resolutions and literally hundreds of General Assembly Resolutions. Although most people recognize Israel's existence in practical terms, Israel's very existence is in violation of international law. On a day to day basis Israel breaks the 4th Geneva Convention and numerous human rights legislations of which they are signatorie to. Israel is certainly not a democratic country, but rather uses "state terrorism" to control and oppress the native Palestinians living under occupation.
 
Canada failed the Palestinians in 1947 by allowing the partitian of Palestine and the creation of Israel. Canada, with England and other countires therefore shares the blame for the current suffering of the Palestinians in the occupied territories, in Israel, and of the 5 to 6 million Palestinians living in exile, the world's largest refugee population. Canada continues to fail the Palestinians as recently as this year when Canada did not recognize the International Court of Justice's ruling that the apartheid wall in Israel (built mostly in the occupied Palestinian territories over the 1967 green line) is illegal. Ironicly the International Court of Justice is a body which Canada supported and encouraged the founding of.
 
For Canada to send our police officers to Israel to learn about their "security measures", of which many measures legally constitute torture, is absurd.
 
We would be very pleased if you would accept our invitation to attend the Annual Palestinian Picnic at Queenston Heights Saturday, August 27th, 2005. This is an ideal opportunity to get to know the Cabnadian Palestinian community, to sit in a relaxed atmosphere to learn about Palestinian history, concerns and the on-going suffering. If you are interested in learning of various speakers' events on Palestine, please feel free to subscribe to one of the Niagara Palestinian Association's yahoogroups at [EMAIL PROTECTED] . For example we advertized tonight's presentation at McMaster in Hamilton of ex-Palestinian political prisoners and members of Addameer and Sumoud, organizations advocating of behalf of Palestinian political prisoners. It was a very informative and enlightening evening.

        Thank you for your e-mail of March 22nd, 2005 concerning the issue of former Toronto Chief Julian Fantino, and police officers from various police reserves� trip to Israel to learn about their security measures. 

        This is an initiative of the Province of Ontario, and not the federal government. I do, however, think that it is a little extreme to suggest that the �Israeli tactics� as you have described them, would be used here in Canada; however I do appreciate and value hearing about your concerns. 

        I wish to reiterate Canada�s position in the Middle East.  Canada supports the creation of an independent, democratic and viable state of Palestine, existing at peace side-by-side of Israel.  This support of Israel has been at the centre of Canada�s Middle East Policy since 1948.

        Thank you for taking the time to write and in bringing your concerns to my attention.
