He decrees disasters for children to bring them to him. He realizeshow miserably their parents have failed as faithful followers, so depending on his will and plan he will either remove the child from that influence and environment or if he knows the child is strong enough and will grow to have enough faith in him that he can endure a horrible upbringing he will allow transgressions to continue. He leaves children in abusive homes knowing the parents will not repent or change, but knowing that the children will come to him for mercy, solace and redemption and he has great plans for the children. He never forsakes a child, who, if raised correctly would be an example of him living correctly. A child who experiences devastation may grow up to make a significant contribution to the world because of it. Children do not have the cynicism adults have, they still believe all things are possible, children don't say "don't bother there is nothing you can do about it". Allah wants everyone to come to him, to believe in him, horrible things will strengthen a person's faith in him, because it is only HE who can solve problems, yet people look to everyone else to help them. He is the sustainer and he wants everyone to know that, so he allows horrible things to happen, so you will realize this and turn to him, and eventually embody his values and live his laws, so his will WILL be done.
