Given below is the translation of the text of the Resolutions and Recommendations of the First Conference of  Motamar al-Munazzamat  al-Islami held under the auspices of the Muslim World League, Mecca al-Mukarramah on 18 Rabi al-Awwal 1394 A.H. – 10 April, 1974 C.E.
 
                                                                        Secularism.
  1. The term “Secular” is a deceptive _expression_ designed to hide the real intent or meaning of the word which means non-religion.
  2. The Arabic word for it is even more deceptive, as it suggests an entirely spurious connection with science. But this is patently false and might denote the exact opposite.
  3. The call to Secularism or rather anti-clericalism was started in Europe as a result of the conflict between the temporal  rulers and the clergy, on the one hand, and between men of science and the academicians of the church on the other.
  4. The conflict was resolved by a compromise, known as the doctrine of the separation of powers. Thus religion was kept out of direct contact with social life.
  5. The motives for the anti-clericalism of Europe are non-existent in the environment of  Islam. Islam does not oppose the existence of the state. Nor is it in any way against the pursuit of science.
  6. Secularism was used as a smoke-screen by means of which doctrines harmful to the principles of Islamic thought were introduced into the Muslim world. Examples of such doctrines are theories of evolution and psycho-analysis.
  7. Secularism was also employed as a smoke-screen to introduce man-made theories, explaining the movements of the cosmos and of society, and man’s place in it. This includes theories of social development, such as the historical determinism of Marx and Engels and thinkers of their ilk.
  8. The concrete achievements of Western civilization were exploited by propagating that Secularism is the only means of achieving power, progress and authority.
  9. The problems created by secularist ideas together with acts of subversion in the Muslim world are too many to be enumerated.  
Examples:
(a) Constitutions and laws which isolate Islamic thought and adopt the secularist policy.
(b) Secular schools and universities which abound in the Muslim World, and their danger to Muslim youth who form the majority of the students in such institutions.
(c)     The propagation of the false slogan “Religion belongs to Allah, and the national home to all.” The real purpose of such a slogan is to eliminate influence of religion from social life.
      Therefore, the Conference recommends:
  1. Islam, being a religion as well as a system of Government, work as well as worship, refutes the concept of  Secularism which tends to minimize Islamic influence on the daily life of Muslims
      2.   Calling upon Muslim countries to consider Islamic Shariah as the only source of law and constitution in all Muslim countries.
      3.   Forcing secular educational institutions in the Islamic world to include the Islamic doctrine as a basic course in their curricula.

The prophet (peace and blessings of Allah be upon him) said: "By Allah, if Allah guides one person by you, it is better for you than the best types of camels." [al-Bukhaaree, Muslim]

The prophet (peace and blessings of Allah be upon him)  also said, "Whoever calls to guidance will have a reward similar to the reward of the one who follows him, without the reward of either of them being lessened at all."
