Sounds like a very important project. You will first, I think, need to define "terrorism," a tricky business. There's been a lot of shuffling on this in recent years, but you may want to start with the Defense Department's definition, which, according to PBS, reads as follows:
Terrorism is defined by the U.S. Department of Defense as "the unlawful use of -- or threatened use of -- force or violence against individuals or property to coerce or intimidate governments or societies, often to achieve political, religious, or ideological objectives."
(Sounds a lot like what we did to Fallujah, but I digress.)
