Dear All ,

While the honourable minister is still working hard to get the promised STM-1 connectivity , PTCL has changed design , providers and has mislead everyone including ISPs. EIther PTCL people are too clever and have successfully mislead the entire IT community , or they are too ignorant and are playing in the hands of Singtel . In
any case , some action has to be taken to either rectify the situation and / or prevent this from happening again .

Here is the latest :

A recent Press Release Stated :

"Mr. Zahir Muhammad Khan, Director General Information Technology Training and Research (ITT&R) disclosed this, on Friday.

He said, this bandwidth would be connected with QWEST at USA. Partial restoration through 34 Mbit/s on satellite will be available in due course of time. IP connectivity will be provided to ISPs at US$ 15000 per E1 per month and US$ 6000 per E1 per month for software exporters and educational Institutions he added."

In the meeting which was held in the last week of May , the PTCL team assured us a round trip delay of 200ms , plus reiterated that Singtel is just providing the physical layer connectivity and will not be a hop in the IP network . Addtionally , it was stated that Qwest would be providing the Internet backbone .

2 Months Later ... this is happened :

a) The round trip delay times to PTCL nodes are greater than 350 ms .. to the ISP these will translate to nearly 400 ms if not more .

b) Singtel / Genuity ( Old BBN ) are the IP Providers in this case ... not QWEST as promised .

Anyone can run a trace and find out whats going on .... I think its time that the Minister should be informed as well .

Someine should investigate into this matter , as quite frankly we all have been mislead .
