Maybe I am missing something but I believe you are running down the wrong
path.
I cannot speak definitely about the system agent connectivity but as for the
RS Engine - the keys that are generated incorporate the computer name and
the login ID when it was installed, therefore the IP can be changed to
whatever - generating a new key will NOT help.
Can you "PING" the engine from the console?
If not, sounds like a network connectivity issue. Ensure a correct default
gateway / subnet mask is assigned to each system or troubleshoot along that
line.
Definitely no reason to reinstall or delete the engine database/policy
files.

there is a workaround to reinstalling the engine/agent:
1. distribute the new console public key to your engine
2. delete the three netengine/hostagent files (par,raw,tag)
3. delete the current and the daemon policy
4. restart the engine and reconnect
