INI files, known as Initialization Files. INI files are used to store initialization 
keys and their values.

INI files have been around in Windows for forever. An INI file is basically just a 
storage file for information needed by a program. You can use INI files to store 
preferences or configuration info for your apps.  You can kind of think of an INI file 
as a little dictionary for your app. It is made up of key and value pairs categorized 
into headers.

I haven't needed to use them.  I just download the XPU and rename it w/o the .zip 
extension, put it on my machine and use the express update option to pull it into the 
policy, then have my sensor apply the updated policy.
