Well, I think I have figured out at least part of the issue. If you have disabled the creation of 8.3 filenames, it will cause this problem every time. Try uninstalling the databridge and scanner, then change "HKLM\System\CurrentControlSet\Control\FileSystem\NtfsDisable8dot3NameCreation" from REG_DWORD = 1 to 0. Then reinstall scanner and databridge. This resolved the issue entirely on my end.

Installed Internet Scanner 6.2.1 on a win2k pro workstation, then installed the data-bridge (MDAC 2.7 SP1 already installed). The package auto registers in the SP 2.0 Console. The data-bridge comes online, but the scanner gets a "Not Responding" status. Viewing the details gives the following error: 0xc722004c (unable to load the engine dll). I made multiple attempts at investigating key exchange issues, as well as reinstalling both Internet Scanner and the Data-bridge software. After spending hours slamming my head against the wall trying to figure this one out, I found the cause, the following file (issDaemon.policy) had and incorrect entry in it referring to the Internet Scanner executable. Once the reference was changed to the correct exe name, the sensor came up into the normal "idle" status mode. Here's the file text output as an example:
