I have noticed this as well on our sensors using Windows.  I have reverted back to 
5.12 in the hopes that a fix comes out.

We recently upgraded our Solaris ISS 6.5 Network sensors to Xpu 5.13 and noticed that 
the XPU is not listed in the policy file.  Normally when a XPU is applied there is an 
option to enable and modify the new signatures, but this is not possible.  Has anyone 
else identified this as a possible problem?
