your policies will be upgraded automatically. You have to import your existing 6.5 policies into your 6.7 WGM Console using the current format policy type. This will upgrade the policy from internal format 2.0 (=6.5) to format 3.0 (=7.0). Of course you still have to set all the flags on any new signatures. However if you are planning to use SP2.0 console you have to use the new XML based policies.
