Known bug due to ISS 6 XPU registry keys not being cleaned out properly.
Especially if you uninstalled ISS 6, rather than let ISS 7 upgrade it. 
We've just been all round the houses on this problem ourselves. 

This will probably work:
0) Consider copying any downloaded ISS XPUs from 
   \Program Files\ISS\ScannerConsole\Update\{*.ini,*.xpu} to save 
   downloading them again.
1) Uninstall ISS 7 from Control Panel -> Add/remove programs
2) Install ISS 6
3) Install all ISS 6 XPUs from XPU install
4) Uninstall all ISS 6 XPUs from XPU uninstall (see the ISS 7 Readme 
   for the reasons for cleaning out registry keys - this clears out 
   most of the keys, finish the job in step 8)
5) Clean up your temporary directories which may be overflowing by 
   now, especially look in 
   \Documents and Settings\<user>\Local Settings\Temp\
6) Uninstall ISS 6 from Control Panel -> Add/remove programs
7) Delete all files in \Program Files\ISS\ (well, mabe not all if 
   you have other ISS software installed)
8) Delete registry droppings; look for "Scanner6" (part of filenames)
   and "XPU" and be careful. Delete either the single value+data or 
   the entire key, depending whether just the value looked as though 
   it was added by ISS install or the whole key.
9) At this point you should have purged your system of all ISS 6. 
   Have a strong drink.
10)Ensure you have MSDE SP3 installed properly. See the ISS 
   Knowledgebase (http://www.iss.net/support/knowledgebase/) article 
   1918 (you get this by doing a search for "1899"!)
11)Install ISS 7
12)Copy your new licence key into 
   \Program Files\ISS\ScannerConsole\Licenses\
13)Start up ISS 7 so it can read and move the licence key. Exit ISS.
14)Install all ISS 7 XPUs from where you saved them in step 0. 
   Note that you cannot do this from a networked drive as the 
   install hangs.
15)Clean up your temporary directories again, as they will have 
   hundreds of MB of unpacked XPUs - see step 5.
16)Pour yourself another stiff drink while writing to your manager 
   to explain why you have been doing this installation all week.

Hello there,

I am going to apologize ahead of time if this is the incorrect place 
to ask this question.  I checked through the list to see if someone 
had already asked this question, but I didn't not see any reference 
to it.

I have upgraded to ISS 7 on a WinXP machine, however now whenever I 
try to run a scan of any machine on my network, the status window 
show the scan as being "queued" and it never actually starts.  It 
worked perfectly fine with the previous version of ISS and I never 
had any problems.

Has anyone experienced this?  Does anyone have any suggestions?
