This is telling you that the XPU's have already been dl'ed to the application server (the XPU\update\Site_Protector) but the Sensor Controller can't install them.
Whenever I've run into this problem it has always been because cross-database chaining wasn't enabled on the SiteDB. To verify that it is set-up correctly: 1) Launch the SQL Enterprise Manager on the server that's your Site Database. 2) Drill down to your local server [ Console Root > SQL Server Group > (local) ] 3) Right click on the (local) server and select Properties. 4) Switch to the Security Tab 5) Verify that "Allow cross-database ownership chaining" is enabled If it isn't you'll need to enable it and will also need to at least bounce the MSSQLServer service.
