Are you trying to install ICEcap or BlackICE (AKA RealSecure Dekstop)
agents? 

ICEcap must run as a service in Windows. Generally, the best thing to do
is to create a local account on the Windows server and then give it
Administrative rights as well as Logon as Service rights. Then run the
ICEcap service under that account. 

Agents generally must be installed on systems with administrative-level
rights. If you do not have admin rights a system, agent installations
might fail.

Getting following error on ICPCap When trying to do remote installation

failure: unknown user name or bad password. Configuration Information:
ICECap Services are configured using Log on As service. 
All the required access on remote machine are given for the ID which is
been used to login ICECap server.
