In case anyone is experiencing the same problem, here is how I resolved this. The two phantom sensors where being read from;
C:\Program Files\ISS\RealSecure SiteProtector\Application Server\License\Repository\allocations.xml Deleting these two lines and restarting the service removed the zombie sensor instances. I can now add the sensors successfully without errors.
