Of course there is a difference; 1'000'000 packets/seconds have a different meaning depending on the average packet size. It goes from 488Mbit at 64 byte packets to several gigs at 1400 byte packets.
That is why you have to be aware of the packets/seconds speed. Many times you'll hear about Gigabit support, it doesn't always mean "no matter the packet size". Again, each ISS product states very clearly the max speed it copes with; you have to double check it in the documentation because it evolves with the product.
