Add {{{}TableEnvironment#fromMaterializedTable(path){}}}, returning a
{{MaterializedTable}} with getters for status, queries, freshness, refresh mode
and refresh handler.
Proposed Changes
* Add {{{}TableEnvironment#fromMaterializedTable(String){}}}, failing with
{{ValidationException}} if the path is not a materialized table
* Add {{{}getRefreshStatus(){}}}, {{{}getOriginalQuery(){}}},
{{{}getExpandedQuery(){}}}, {{{}getFreshness(){}}}, {{getRefreshMode()}} and
{{getRefreshHandlerDescription()}} to {{{}MaterializedTable{}}}, reusing
{{CatalogMaterializedTable.RefreshStatus}} and {{RefreshMode}}
