This is most likely due to an inconsistency in the handling of time zones.
Could you provide more information about your case here? For example, how was
the data originally inserted into the table, through Impala or through Kudu?
When you say the data looks a particular way in Kudu, how are you retrieving
that data, eg. the python client?
