IMPALA-6918: Implement COMMENT ON COLUMN
This patch implements updating comment on column table or view.
Syntax:
-- Add a comment 'comment' into column: db.table_or_view.col
COMMENT ON COLUMN db.table_or_view.col IS 'comment'
-- Delete a comment from column: db.table_or_view.col
COMMENT ON COLUMN db.table_or_view.col IS NULL
Testing:
- Added new front-end tests
- Ran all front-end tests
- Added new end-to-end tests
- Ran end-to-end DDL tests
