Summary: Generate Jenkins Symptoms for Common Problems

Common failures currently don't emit proper Jenkins Symptoms, making build
failure triage harder than it should be. This Epic tracks work on adding more
symptoms throughout our test execution.
A symptom can contain a chunk of a log file, a starting timestamp, and a
duration. See the xml files generated by the pytests. See the python package
junit-xml. A symptom can exist for success or failure, and in general, it is
better to always generate a symptom.
