Tim Armstrong resolved IMPALA-1760.

Resolution: Fixed
Fix Version/s: Impala 3.1.0
This adds the primitive required for Impala to do a graceful shutdown. There is
further work to integrate this with any management tools - currently this would
require an admin user to run the command directly.
