IMPALA-6812 adds the option to set the scan mode via a statement, e.g.:
set kudu_read_mode=READ_AT_SNAPSHOT
However, there is no way to specify a user-defined timestamp for snapshot
reads. This Jira proposes adding that capability, for example:
set kudu_read_timestamp=<some value>
