In IMPALA-7738, we implemented timeouts for fdfsOpenFile() calls by using a
thread pool of executors so that the calling thread can timeout.
Timeouts need to be added for other HDFS calls. This Jira tracks adding HDFS
timeouts for the hdfsRead() call.
