HMS provides a API to get the server side configuration value. This can be very
useful to detect misconfigured setups. Currently, we rely on user to set up the
configurations using safety valves. It would be good if we can verify that the
required configurations for this feature are correctly set in HMS before
starting CatalogService so that we don't error out later in the runtime due to
misconfigurations.
