Summary: "No such file or directory" should refresh the table
instead of fail

Many times data is replaced or updated with an insert overwrite or
truncate/load. Impala will fail if any of the files in it's cache can't be
read. Instead of failing it would be helpful if this could trigger a refresh
on the table and re-run the query. The delay in response would be favorable to
a failure, as the user would likely trigger a refresh of the table anyways
after this failure.
