We frequently have build breakages on CentOS 6 because of tests that use Python 
2.7 features. Instead of continuing to fix this on an ad-hoc basis, we should 
just bring our own Python for tests.

We still want to use system python, i.e. python 2.6 on CentOS6, for 
impala-shell, though, since that's how the packaged shell is used on that OS.

        Summary: Use Python 3 from toolchain for impala-python  (was: Use 
Python 2.7 from toolchain on CentOS 6)
