[~tarmstrong], [~joemcdonnell], I'm happy to handle this; the Apache Infra
instructions look however a bit ambiguous to me. It is clear that the active
releases will preferably be served from https://downloads.apache.org/, but the
archived releases are still coming from https://archive.apache.org/dist/...
I guess I'll submit a review for the active releases part, then we can figure
out how to proceed from there.
