The rat-check-ub1604 job on jenkins.impala.io refers to an older release of the
RAT-check tool, v0.12. The current version on downloads.apache.org is 0.13.
Should we upgrade? If not, I'd rather not touch the URL, as it is not clear if
the archive site will change its link structure.
The same applies to the URL used in the Docker-based test.
