It would be good to have a stripped-down dataload with a subset of file formats
for lightweight development.
Ideally the test matrix would reflect this change so no tests would spuriously
fail, but we could do that as a later step.
We could also see if it's possible to do the data load of more exotic
combinations on-demand when the end-to-end tests are run, e.g. during the test
collection phase.
