Hi [~tarmstrong], my understanding is that that FPP check might be still useful
to prevent sending filter that is too big and not efficient anyway.
Like, if the filter size is high enough and the FPP is also high, then
definitely just send ALWAYS_TRUE_FILTER.
If FPP is high but filter size is still acceptable for transmission, then maybe
it is more beneficial to send it.
I'm not aware of what is the acceptable threshold of such filter size.
