Description:
Some follow-up improvements and fixes for IMPALA-10314 based on review comments:
- Explore whether the optimization should be restricted to certain file
formats and whether it should only apply for limits below a certain threshold
(as a percentage of total number of files).
- Test and fix issues for applying the simple limit optimization on Hive ACID
tables
