[~stigahuang] here is the content that will be added to the doc regarding the
transparent query retries. Please review it so that I can push the changes.
BTW, a very high level content already existed in the repo but the texts have
been profiled to be published only for 4.0. I did not make any changes to the
conditionalized marker assuming that the transparent retry should be available
only for 4.0 users. If there is any change to this profiling please let me know.
