Debian 8 ("jessie") reached end-of-life on 2020-06-30; see the announcement at 
https://www.debian.org/News/2020/20200709.

With no security updates provided, it is not practical for Impala to keep 
supporting Debian 8, so I propose retiring support for this OS version.
This means that the native-toolchain project will not build (and publish) 
Debian 8 tarballs for new versions.

This is also a workaround for the recent problems around repo signature 
verification seen for Debian 8 package repos.
