This is similar to IMPALA-10069, but the set of test failures is different, so
it is good to keep this as an independent issue. Some tests that are failing on
Ubuntu 18 are passing for Centos 8, like SslTest.BadCiphers and
RpcMgrTest.BadCiphers. It is likely to be another OpenSSL difference between
different OS versions.
