This JIRA tracks test failures due to slow HMS operations on s3 builds, e. g.
IMPALA-10280 and IMPALA-10363.
Saw TestHS2FaultInjection.test_connect_proxy_bad_retry fails in a s3 build. It
fails to launch the cluster since catalogd is hanging in fetching HMS metadata.
