Currently it's hard to get information about the resource pools in the Impala
cluster.
We can check the web ui at page "/admission", but the web ui isn't always
available.
It would be nice if we could query the pools' configuration and current state
via commands.
E.g.:
* SHOW POOLS;
* DESCRIBE POOL <pool_name>;
