After IMPALA-8891, Impala changed its behavior with respect to concat_ws().
Specifically, after IMPALA-8891, concat_ws() does not return NULL if any
argument passed to concat_ws() is NULL, whereas concat_ws() would return NULL
if any argument is NULL without IMPALA-8891.
Some users may still rely on the pre-IMPALA-8891 behavior of Impala. It may
make sense to preserve the pre-IMPALA-8891 behavior by introducing a new query
option.
