Summary: Add a query option to force query scheduling on a given
executor group set

IMPALA-11033 added support for multiple executor group sets. When multiple
executor group sets are present, the executor group selection for a given query
is based on planner's resource estimation. It would be good to have an option
to force executor group set selection for a given query for testing purpose or
even for overriding planner's decision when necessary.
