Enable {{SkipIf.not_scratch_fs}} tests for S3. IMPALA-11730 has a few updates
to test_scratch_disk.py that should make them work with S3, but we ran into
timeouts attempting to run them with test buckets. That most likely reflects an
issue with how those buckets are set up, but decided to split out enabling the
tests from IMPALA-11730.
