Summary: Support launching multiple Impala clusters in the dev env

Some features are designed for catalog sync between different Impala clusters,
e.g. IMPALA-11808, IMPALA-11822. It'd be nice to extend
bin/start-impala-cluster.py to support launching multiple Impala clusters in
the dev env. The end-to-end tests can also leverage it to add tests.
