Python 3.7.4 is very old, even for a Python 3.7 release. It includes a pip3
that is too old to work with the current versions of setuptools / wheel that we
use in infra/python/deps/setuptools-requirements.txt.
Python 3.7.16 has all the security updates and includes a recent pip3.
