Summary: Add non scan progress of a query to Impala WebUI

Now we can get the scan progress of a query from the /queries webpage. For
CPU-intensive queries, the scan progress may reach 100% soon, but there is
still some time before a query is completed. In this case, we may need another
progress bar to show the progress of query execution.
