One thing that we want to preserve is the ability to run the dockerised tests
with the Java 11 docker image. The prototype uses a different name for the Java
11 docker images, so that would interact with the code that picks the docker
image names here:

There are also pieces of code that depend on the specific make target, which is
also different. i.e.
