Funnily enough, I bumped into the very same thing last night.
Seems like the PowerTools repo is specific to Centos, and may be specific to
older (read: pre-Stream) versions too.
In Red Hat releases {{snappy-devel}} comes from the CodeReady Linux Builder
repo, which may have to be enabled separately, as some installations come with
that repo disabled.
