We shouldn't allow users creating an EXTERNAL Iceberg table that points to
another Iceberg catalog. I.e. the following should be forbidden:

CREATE EXTERNAL TABLE ice_ext
STORED BY ICEBERG
TBLPROPERTIES ('iceberg.table_identifier'='db.tbl');{noformat}
