Iceberg DELETE and UPDATE should respect the value of MAX_FS_WRITERS query
option.
Currently the DELETE and MULTI DATA SINK operators try to use as many
nodes/instances as they can. They should behave like HdfsTableSink which is
limited by the value of MAX_FS_WRITERS query option.
