EventFactoryForSyncToLatestEvent class is introduced in IMPALA-10926 and it is
supposed to be of no use once IMPALA-10976 is implemented. So this is a
follow-up Jira to track this after IMPALA-10976 is resolved.
Note: Because of having this EventFactoryForSyncToLatestEvent class, metrics
and batching are also affected with the config
'enable_sync_to_latest_event_on_ddls=true'
