Description: A bigger refactoring to prevent IMPALA-13842 from happening is
to create a common superclass, say, WorkloadManagementTestSuite. The
setup_method of this superclass should wait for workload management init
completion, while the teardown_method should wait until
impala-server.completed-queries.queued metric reaches 0. (was: A bigger
