test_hms_event_sync_basic is not a simple test that it actually test several
kinds of statements. They run in sequence so it's hard to reveal bugs like
IMPALA-13993.
This Jira aims to refactor it to be smaller parallel tests so there are more
concurrent HMS events to be processed and easier to hit bugs.
