Description:
Build toolchain and Impala on Ubuntu 24.04:
* Create a new Ubuntu 24.04 toolchain docker image.
* Update binutils to newer version (Ubuntu 24.04 uses binutils 2.42).
* Cleanup including gettext/libicu.
* Install bzip2 before building native-toolchain?
